Michigan Virtual University invites research proposals for the Michigan Virtual Learning Research Institute Fellows Program.
About the MVLRI Fellows Program
The MVLRI Fellows Program is an effort by MVLRI staff to augment its capacity to provide research, evaluation, and development expertise and support. Fellows are drawn from state, national and international experts in K-12 online and blended learning from K-12 schooling, higher education and private industry. Fellows receive one-year appointments and are selected based on the alignment of their strengths with MVLRI priorities for the year. MVLRI priorities are designated via Michigan legislative directives. For 2016-17, some of the directives that MVLRI must meet include:
- Test, evaluate and recommend as appropriate new technology-based instructional tools and resources.
- Research, design and recommend digital education delivery models for use by pupils and teachers that include age-appropriate multimedia instructional content.
- Research, develop and recommend annually to the department criteria by which cyber schools and online course providers should be monitored and evaluated to ensure a quality education for their pupils.
- Analyze the effectiveness of virtual learning delivery models in preparing pupils to be college- and career-ready and publish a report that highlights enrollment totals, completion rates, and the overall impact on pupils.
- Provide an extensive professional development program to at least 30,000 educational personnel, including teachers, school administrators, and school board members, that focuses on the effective integration of virtual learning into curricula and instruction.
- Provide a report to the house and senate appropriations subcommittees on state school aid, the state budget director, the house and senate fiscal agencies, and the department on the number and percentage of teachers, school administrators and school board members who have received professional development services from the Michigan Virtual University, and identify barriers and other opportunities to encourage the adoption of digital learning in the public education system.
- Identify and share best practices for planning, implementing, and evaluating virtual and blended education delivery models with intermediate districts, districts, and public school academies to accelerate the adoption of innovative education delivery models statewide.
While not required, candidates for the Fellows Program are encouraged to align their proposal with one or more of the Section 98 directives. Preference is also given, where applicable, to proposals that facilitate fruitful collaboration with MVLRI staff. Additionally, please note research projects do not need to be focused solely on educational issues in Michigan, however, findings should be relevant or applicable to Michigan. The Fellow will need to identify in the proposal the expected deliverables for the project. Examples of these would include a report that is published by MVLRI, an article published in a peer-reviewed journal, an article published in a practitioner-based publication, and/or a presentation at a conference/webinar. Fellow’s work is done virtually unless negotiated otherwise.
The MVLRI Fellows Program is aimed at researchers in the field of K-12 online and blended learning. We encourage state, national and international experts in K-12 online and blended learning from K-12 schooling, higher education and private industry.
Fellows will be offered a small honorarium (approximately $500 to $5,000) depending on the deliverables proposed within the proposal.
Application procedure and deadline
Our fiscal year runs from October 1 - September 30, so project timelines that fall within the current fiscal year are welcome. If the majority of your project timeline runs into the next fiscal year, we suggest you wait until August-September to apply. Applicants will be notified within 30 days of their submission. Applications must include:
- A one-page summary (single-spaced) of the research project that the candidate proposes to carry out (including a brief literature review; significance of the project to the K-12 online and blended learning field; implications for policy, practice, and research; deliverables of the project [reports, presentations and, if applicable, include MVLRI staff expectations, etc.] and suggestions for possible co-authorships/co-presentations);
- A date-specific timeline for the project (from start to finish, including paper and presentation submissions and expected conference date(s). Note: This timeline will be used to draw up contract guidelines.);
- A detailed curriculum vitae, including candidate’s publication record.
- Proposed honorarium level.

The goal of the MVLRI is to expand Michigan’s capacity to support new learning models, engage in active research to inform new policies in online and blended learning, and strengthen the state’s infrastructures for sharing best practices.
The core strategies of MVLRI are:
- Research — Expand the K-12 online and blended learning knowledge base through high quality, high-impact research;
- Policy — Inform local, state and national public education policy strategies that reinforce and support online and blended learning opportunities for the K-12 community;
- Innovation — Experiment with new technologies and online learning models to foster expanded learning opportunities for K-12 students; and
- Networks — Develop human and web-based applications and infrastructures for sharing information and implementing K-12 online and blended learning best practices.
